Hi Swapna, it seems like you have signed up for google apps team instead of google apps standard or premier ediiton. your first need to verify your team edition account, so that you can see options to enable email service for your google apps account.

If you're the IT admin for your domain, you can transition an account from Team Edition to Standard Edition by verifying domain ownership. With Standard Edition, you'll have access to additional customization and management features.
To begin managing Google Apps as the administrator, you'll need to prove that you own your domain name. Here's how to get started:

Log in to your Google Apps dashboard at http://www.google.com/a/your_domain.com. Make sure to replace 'your_domain.com' with your actual domain name. Create a user, if you haven't already done so.
Once you've logged in, click Learn how next to If you are the IT administrator, you can access administrative features for your organization near the bottom of the page.
Enter a contact email address outside your domain.
Review the Terms and Conditions and click I accept. Continue to activate.
Verify domain ownership using the instructions provided. If you have trouble making the required changes, you can contact your domain host for assistance.
Once you've made the necessary changes with your domain host, click Verify.

Source.
